According to the Florida Building Code section 2318.1.1 , exterior walls or bearing walls studs shall not be less than 2"x6" unless they are designed by rational design (formal calculations) by a registered professional engineer or registered architect proficient in structural design.
Therefore any contractor intending to use 2x4 vertical studs on exterior walls should be aware of the fact that calculations would be requested by the respective city official.

Please refer to the FBC section 2318.1 for more information regarding vertical framing.
